I -believe- that the smallest ship that can transport an ursa are the constellation series (in order of price) Smallest in size would probably be the valkyrie. I'm almost certain the MAX cannot hold one because of the god damned turret railing. If you are willing to settle for a cyclone/bikes tho, cutlass and max would do just fine.
