The entrance to the tower is level with the keep's walls. you have access to the top of that wall through another tower, which is guarded by a locked door. Climb up that tower and it'll lead you where you need to be. Here's a picture to show you what I mean. Got it.

Neloth just keeps giving me Heart Stone and Azra's Staff quests for like 10th time in a row. Is this a glitch or something?Dual-casting doesn't mean that the effect of a single spell is doubled.
