No, a Jacobs brake (compression brake) only opens one exhaust valve. If you look in the pic, the red circle shows the valve that releases compression when the brake is activated. AThe one in blue is the other exhaust valve and is only used during normal operation.I am not a mechanic and don't claim to be one but I had a 379 years ago that did this same thing. All it was was the spring on the clutch pedal.
