I ran into the same situation on a newer Cascadia. Took 2 days and 2 different Freightliner dealers to diagnose. Here was my problem. The tractor detected an incomplete circuit in the trailer lighting. Bottom line, the tractor shut down power to that pin in order to protect its own circuitry. The metal connection on the back of the outlet was pushed back, so anything I put in there would never actually touch that back plate. It's not going to be an inverter problem for thr 12v outlets. The inverter is only going to be for the wall plug outlets like you have in your house. The 12v gets power directly from the trucks electrical system.
