Strimtom has a TWF tempest ranger build that uses heavy maces. I am currently running it at cap and it is a lot of fun. I originally went with it because I had a Beacon of Day/Beacon of Night set that I wanted to use and it is surprisingly effective at end game. Maces are a trap. 1.
Inquis is somewhat awkward to level from level 1 as most inquis builds use a mix of ranger, rogue and artificer levels. You can do shadar kai rogue 10/ranger 6/artificer 4 easily.
