The only other suggestion I have is to double check that both BOTW and TOTK are both saved either on the memory card together or the console together. I prepurchased the DLC a while back (still shows as purchased on the store). I've updated the game to v1.3.0, but the DLC doesn't appear to be activating. There's no DLC version on the title screen and the DLC is definitely not there (although I do see a quest marker on the map for EX Strange Mask Rumors, however, the notebook item is not there).
