Regarding oils, for normal Blighteds you only need 3 and can pick pretty cheap ones. For Blight Ravaged you need 9 and expensive ones are recommended.

I haven't anointed a single ring since blight league. I don't think they're useless, they're just not necessary. I hardly run blighted maps but when I do I run a build that's really good at them so I don't need anoints. I just place cold and physical slowing fields everywhere and do the damage myself.
